Biden figured, as did many others, that when a vaccine became available, people wouldn't hesitate to be vaccinated. When we were kids we all got our polio vaccination in the school gym or cafeteria without politicians and pundits convincing people that vaccines were an assault on our freedom.
What about all the times Trump claimed with no evidence that Covid would disappear before there was a vaccine available?
