No. That's not what you've been saying all along. Your argument has been centered around your unfactual assertion that everyone gets paid the same, and work quality suffers because there's no incentive to work better / harder.
2. "All the means of production in China are owned by the government."
No. Some in critical sectors - banking, energy, telecoms - are owned by the government. These are called State Owned Enterprises - SOEs. Others, such as retail, manufacturing and construction, are not, although they are often heavily influenced by the government.
But although China's economy is state guided, it is still a market economy. It has retained it's five-year plans, and some sectors receive preferential treatment, but it is no longer a planned economy, and it does not have "equal pay".
