    The position is, as AI suggests, the result of evolution. In the past, they have attempted to end OCare. Now, they seem to let be content to allow OCare fester in its own disease, until it dies.

    This is what they came up with after fifteen years of work? The real plan that they will present America with, that doesn't even exist in any way whatsoever, will certainly be incredible? In how ever many years it takes them to come up with it from this point?
