I don't know how it works in Georgia but here, by the time it would have occurred to me to follow up on the reality that I hadn't received my ballot, the people in the Board of Elections would say, "Well, I am sorry, sir, but we have no record of an application from you." There isn't a statewide election in Georgia this year. So destroying voter applications on Fulton County doesn't impact any other part of the state. Given that Fulton country is about 75% Democratic, if there is any partisan advantage it will be for Republicans in future state-wide elections.
