That's the beauty of being a politician that sPeAks OfF tHe CuFf. Anything you say has plausible deniability. You can be batshit crazy. You can make scientific claims based on your feelings and your scientific illiteracy. You can incite violence and sedition. You can insult women, minorities and aliens. You can instruct your underlings to intimidate and harass anyone in government or private business that doesn't worship you, or takes issue with you in any way.
Of course the best part — the BEST! — is that you can speak in suggestion and code to your uninformed, credulous, knuckle-dragging base, knowing that they'll always interpret your words in a way that makes them love you more.
And the only requirement? Be a creepy, soulless, husk of a human being with zero moral compass.

One possibility is that Trump thinks this bizarre conspiracy theory is at least credible. Or he thought it was funny. I am guessing it is the latter---well, I hope Trump doesn't believe it. However some of his followers will certainly believe it even if Trump doesn't.
