It's a cynical political propaganda effort. She first altered a referendum law to make it easy to collect enough signatures to initiate a referendum. She knows very well that it is unconstitutional and that there can be no referendum. Canada allows for a separation if:
The Canadian Constitution would need to be amended to allow for secession. This amendment would require the agreement of all provinces and the federal government.
Provincial Referendum:
The province itself would likely hold a referendum to gauge public opinion on separation.
Negotiations:
Negotiations would take place between the provincial government, the federal government, and potentially other provinces, to determine the terms of separation, including how assets and liabilities would be divided, any changes to provincial borders, and the rights of Aboriginal peoples.
House of Commons Determination:
The House of Commons would ultimately determine if the referendum results reflect a clear and majority will for separation.'
Added to this is that about 75% of Alberta is treaty land, including that land on which the two largest cities are built. The indigenous peoples' treaties are with the Crown, not the province, and they would tell Alberta what to do with its referendum.
