The information on this is somewhat different that what we usually hear on the MSM. There have been huge changes in the Tactics, Techniques, and Procedures (TTP just for you indy. And it's not talking about torn toilet paper). This shows a few things.

Texas ranchers working near the southern border have been urged to exercise extreme caution when traveling through Mexico after one of their own was killed earlier this month by an improvised explosive device (IED). NOT an IUD, which continually confuses indy, as well as a "cervical cap" vs an EFP. If they were the same, it'd be an awfully large woman. [A]

Antonio Céspedes Saldierna, 74, a Texas rancher who worked on both sides of the border, was driving near his ranch in Tamaulipas, Mexico, just south of Brownsville, Texas, when he was killed by an IED, KRGV-TV reported.

Also killed was Horacio Lopez Peña. Ninfa Griselda Ortega, Lopez's wife, was hospitalized with injuries.

1. Incidents of domestic terrorism increased by 357% between 2013 and 2021. The FBI and the Department of Homeland Security are charged with collaborating to prevent domestic threats.

Although they work together to counter threats, the agencies may need to update their current agreements to specify how they should collaborate to better address the constantly evolving threat of domestic terrorism. In addition, neither agency regularly assesses how effective they are at working together.

2. The cartels are being trained by Radical Islamist groups. They have a different "style" or signature than say, the IRA, or other terrorist groups use. This is an important feature of how we think about terrorism and (especially) cartel crime.

3. Even the UN (which is 20+ years behind everyone else and typically remains mum on all work terrorist-wide issues) put out a report in 2020. Briefing Security Council on Linkages between Terrorism, Organized Crime, Executive Director Notes Greater Efforts Needed in Cross-Border Cooperation ItalicsBold
Outlining recommendations in the report, she said Member States indicated that more efforts were needed in cross-border cooperation, including through regional platforms, bilateral information‑sharing agreements and the exchange of law enforcement liaison officers. Several areas were identified for intensified action to fully respond to resolution 2482 (2019) and to further develop and disseminate the good practices reported by Member States, including such steps as strengthening land, air and sea border security through data collection tools, control systems and enhanced coordination. The report also focused on the importance of measures targeting specific links between terrorism and organized crime, for example, between drug trafficking and terrorism financing, while highlighting the need for more research to better understand the nature of these linkages and the vulnerabilities of different sectors to exploitation.
