Hur declined to prosecute the Doddering Old Fool because, well, "that feckless dementia-ridden piece of crap" is a Doddering Old Fool.
Hur famously described the Former Truck Driver ("no joke") as a 'sympathetic, well-meaning, elderly man with a poor memory.'
What's become clear since then is that America had already figured that out.

Hence, he checks RCP and 538 for the latest polls just about daily. ol pb expected that after Hur's report... and that disastrous Press Conference in which President Clouseau gave a real-life demonstration of a man with dementia in the midst of a sundowning episode... Biden’s approval polls would tank.
Fascinatingly, they haven't. They've remained, essentially, stable. See 538 link. The old fart's disapproval is atrociously high. In fact, historically high.
