Bob Dylan ranks higher than Frank Sinatra and Elvis. But lower than Patsy Cline.

Can't really argue with who tops the list.

A very debatable list. Some I would consider "song stylists" as opposed to pure singers with a large octave range. Frank Sinatra had a greater range than Hank Williams, but I don't think Sinatra singing "Your Cheatin' Heart" would sound as good. Dylan is good singing his own compositions, but I don't think he'd be as good singing other people's songs.

I'm a huuuuuuuuuge Hank fan and I love the songs but I never actually thought of him as a great singer.

This was a lot of apples and oranges. But, there's stuff to, well, argue about. Lennon better than McCartney? I never thought so.

That's your apples and oranges. Lennon might be a better rock & roll singer. For example in "Twist and Shout". McCartney is better at ballads as in "Yesterday".
