IMO, this is a close call, but I don't think so.
If, before, Ukraine had requested a NFZ, we could have done it. Then, we could have declared, that a Russian attack on NATO planes would have been Russia's act of war against NATO.
Now, considering all we gave given away to Russia, for us to enter Ukrainian air space with military aircraft, Putin would certainly consider Russia to be under attack. And, considering who Putin is? We, very possibly, could be launching WW3.
I think that our past hesitation has been our loss. That's why I advocated proaction.
