Is the assessment Pending? YES Is the substatus PendingPay? YES No matter how much is being paid, Payment type is Pending Partial Payment. Will this reduce the remaining balance to zero? YES Then you also must Close the assessment - and then on the 2nd screen, remove the "close" date and close type, and Save.   NO NO   Is the Substatus PendingNoPay? YES STOP HERE.
