Bill is introduced
Committee studies the bills and often holds public hearings
Committee report is read in an open session in the house or senate and then the bill is referred to the rules of the committee
At the second reading the bill is selected to debate and amendment, for final passage
After passing one house the bill goes on to another house

The governor can either sign it or veto, if the the govener fails to sign the bill it is passed
If bill is accepted in both houses it is signed by respective leaders and is sent to govener
If the amendments are made in one house, the other house concurs
