If left unchecked, a Chaotic Evil person would constantly be causing harm and destruction, as well as stirring dissent for public order wherever they went. They thrive on evil acts and will often commit evil acts without any form of payoff other than the feeling they get from committing the act itself. Fear of punishment is the only reason chaotic evil people behave.
