Actually, drinking too much water can harm you. Just like there's naturally occurring arsenic in much of our produce, but you probably don't want to intentionally ingest larger quantities of arsenic.
Nature abounds with substances that are harmless or essential to maintaining life, but in larger quantities become poison or harmful. CO2 is one of a plethora of substances like that.
When people mock the idea that too much CO2 in our atmosphere is harmful, they expose their ignorance of science.

This week marks the 19th year of World Water Day. The United Nations Conference on Environment and Development designated this day as an annual international event focusing on the importance of sustaining and managing fresh water resources. This year’s theme is water and food security. This is such a critical issue to not only to our international friends, but also for U.S. farmers, ranchers, growers, consumers, and conservationists.
The United Nations also convened its Sixth World Water Forum in France last week. Held every three years, it’s the largest ministerial and scientific meeting addressing water issues that impact our world.

A new report published in the online journal PLoS ONE, analyzing water consumption in 405 river basins around the world, found that water scarcity impacts at least 2.7 billion people for at least one month each year.
“Freshwater is a scarce resource; its annual availability is limited and demand is growing,” said Arjen Hoekstra, professor in water management at the University of Twente and lead author of the report, Global Monthly Water Scarcity: Blue Water Footprints versus Blue Water Availability. “There are many places in the world where serious water depletion takes place: rivers running dry and dropping lake and groundwater levels.”
The new assessment of global water scarcity tracked month-to-month variability in water flows and accounted for the flows needed to sustain critical ecological functions. Through detailed analysis of the total water consumption, or depletion, rather than water withdrawals, the study highlights how the water used to grow crops, sustain industry and provide drinking water has in many places exceeded sustainable levels of water use.

That may or may not be true - and as Mulva has pointed out, there are parts of the world in which obtaining clean, safe drinking water is a very real issue.
However, what you're trying to do is point to this "big scare" (which no one's heard of until now) as evidence that global climate change is a scam.
How are the two related, except in that you don't buy either of them?

The World Water Council, the convener of the World Water Forum, sure knows its market. At their recent global gathering held in Marseille, France, they tapped into the thirst of governments, development agencies and banks, NGOs and private water operators for a conversation about water services and managing the growing water crisis -- as well as a shot at lucrative contracts.
One obstacle to this shift is the approximately 27 UN agencies that deal with water. This bureaucratic dispersion mirrors the way most governments back home split administration of water matters. There tends to be one agency administering potable water, another issuing water permits to mine operators, a third overseeing sanitation and no one watching out for watershed protection. Unlike, say, the World Health Organization (WHO), there is no central UN agency for global water. No one leads; into the vacuum steps the World Water Council.

U.S. Intelligence Warns that Global Water Shortage May Lead to War in the Future
The U.S. Intelligence warns that in the coming decades water shortages across the globe will lead to conflict and possibly war between nations. The report, which was requested by Secretary of State Hillary Rodham Clinton, notes that within the next ten years the risk of war over water shortages will most likely be minimal; however, beyond 2022, the risk will increase, particularly in areas such the Middle East, North Africa, and Southeast Asia.
Additionally, population growth and an increase in water usage have placed a strain on already existing water resources. According to the World Bank, the global demand for water is doubling every 21 years. Environmental concerns, such as desertification and climate change, raise even more questions and concerns regarding our existing water sources.

Governing water wisely: to ensure good governance, so that the involvement of the public and the interests of all stakeholders are included in the management of water resources.
6. Integrated water resources management depends on collaboration and partnerships at all levels, from individual citizens to international organisations, based on a political commitment to, and wider societal awareness of, the need for water security and the sustainable management of water resources. To achieve integrated water resources management, there is a need for coherent national and, where appropriate, regional and international policies to overcome fragmentation, and for transparent and accountable institutions at all levels.
Against the background of the preparatory work for and discussions in The Hague, we will work within multilateral institutions, particularly the UN system, International Financial Institutions and bodies established by Inter-Governmental Treaties, to strengthen water-related policies and programmes that enhance water security, and to assist countries, as appropriate, to address the major challenges identified in this Declaration.

U.N. considers world tax to fund basic human services
“No one should live below a certain income level,” stated Milos Koterec, President of the Economic and Social Council of the United Nations. “Everyone should be able to access at least basic health services, primary education, housing, water, sanitation and other essential services.”
These services were presented at the forum as basic human rights equal to the rights of “life, liberty and the pursuit of happiness.”
The money to fund these services may come from a new world tax.

You have not tapped into the real sources, tx. The sources about water and climate change. We are already in to the era of water wars. Darfur was a water war. The wars in the Horn of Africa were water wars. Desertification is increasing as drought from lack of rain spreads. That lack of rain is caused by the shifting of atmospheric patterns.
Ironically, at the total precipitation around the world increases (due to the greater evaporation caused by warming) it is falling in places where it is unavailable for human need: and at times that do not concord with agricultural seasons.
The article on Pakistan leaves much unsaid. India, China and Pakistan are all fed by the same systems that originate in the Himalayas. The water flow has already reduced by almost one third for those river systems. The flow also is not in line with the seasons. The spring melt comes earlier or is directly rainfall. Agriculture suffers for all three nations. And, of course the same problems apply to the smaller central Asian nations.
If we don't get a grip on climate soon, the human race may be too enfeebled from thirst and hunger to fight any wars.
This is a problem for most of the world, not just the countries that you have reference, to. Even for the USA. The USA will be in serious trouble within a decade or two.
